"403 Forbidden" error when trying to follow a reference in RDF "Concepts and Abstract Syntax" Rec

http://www.isi.edu/in-notes/rfc2396.txt, but I get a 403 Forbidden error
when I try to send my browser there.

Why would this point to a university copy of the RFC instead of to
http://www.ietf.org/rfc/rfc2396.txt ?

I'd say that is an oversight; http://www.ietf.org/rfc/rfc2396.txt would be better.
