[predefined-counter-styles] Clock face emoji counter style

Crissov has just created a new issue for

At U+1F550…B, there are twelve emoji characters showing the face of an
 analog clock, i.e. the full hours. That could be used as a cyclic
custom counter in one of two ways:

- `clock-face` 1…12: πŸ•πŸ•‘πŸ•’πŸ•“πŸ•”πŸ••πŸ•–πŸ•—πŸ•˜πŸ•™πŸ•šπŸ•›
- `clock-face` 0…11: πŸ•›πŸ•πŸ•‘πŸ•’πŸ•“πŸ•”πŸ••πŸ•–πŸ•—πŸ•˜πŸ•™πŸ•š

Half-hours, but not quarter-hours or other parts, are also available
at the succeeding twelve code positions U+1F55C…67, but I’m not
convinced they’d be useful in a counter style:

- πŸ•œπŸ•πŸ•žπŸ•ŸπŸ• πŸ•‘πŸ•’πŸ•£πŸ•€πŸ•₯πŸ•¦πŸ•§
