[css-backgrounds] Use hash mark in 'box-shadow' syntax definition

'box-shadow' is currently defined as this:

none | <shadow> [ , <shadow> ]*

But as there is the hash mark describing one or more comma-separated repetitions, this can be simplified to:

none | <shadow>#

Many months passed by and this is still not changed. Can someone
please have a look at this?

Actually, that also applies to all background properties in that module.
