XHTML 1.0 Strict DTD param name attribute #IMPLIED?

Hi!

This must be an error.
param's name attribute is REQUIRED in the other two XHTML 1.0 DTDs and
the HTML 4.01 DTDs but it's IMPLIED in XHTML 1.0 Strict DTD.
