This is a reply on behalf of the i18n ITS working group. See also

Thank you very much for your comments.

We have implemented some of the suggestions of this comment, move the section previously named 5.1 as an appendix, and re-worked the
section 6 to include more information. Please, see:

Please let us know within 2 weeks if you are satisfied. If we don't hear from you, we will assume this issue as closed.
