Location of the encoding declaration in an HTML document.

I read,

"The encoding declaration should also fit within the first 1024 bytes of
the document, so you should generally put it immediately after the
opening tag of the head element."

Fair enough, but the character entity declarations of my document occupy
about 2 kB.  How can the encoding declaration be within the first 1 kB?
