CSS Validator complains about background-color -- but it's set!

CSS Validator complains about background-color -- but it's set!

But then scroll down:

h2 {
      * color : #440000;
      * background-color : transparent;
      * font-size : 1.25em;
}
  * h3 {
      * color : #440000;
      * background-color : transparent;
      * font-size : 1em;
      * margin : 0.5em 0;
}

It appears that it has been able to parse it, so what's the issue?

The short answer is, even though 'transparent' is valid css, the
validator has been made to complain about it because a couple people
feel its bad style to use it rather than a set color.

Roughly so; but
- read "valid" as "formally correct"
- read "complain" as "warn"
- read "feel" as "know"
- read "bad style" as "risky"
